Arizona Nonprofit Security Grant Program now accepting applications
The State of Arizona Nonprofit Security Grant Program (AZ-NSGP) is now accepting applications. Deadline for applications is Wednesday, October 15, 2025.

The FY2025/2026 State of Arizona Nonprofit Security Grant Program (AZ-NSGP) is established to provide funding to eligible nonprofit organizations that are at greatest risk of a terrorist attack or at risk of hate crimes or attacks because of the nonprofit’s ideology, beliefs or mission for target hardening and other security enhancements and activities.
In the FY 2025/2026 State of Arizona NSGP, there are two specific eligibility criteria. An applicant for an Arizona NSGP grant must have met the nonprofit eligibility requirements of the US Department of Homeland Security Federal Emergency Management Administration (USDHS/FEMA) Nonprofit Security Grant Program for the current grant year and meet either of the following:
Have applied for the federal nonprofit security grant and not received funding for the last three (3) grant cycles (2024, 2023, 2022); OR
Have been unable to apply for the federal nonprofit security grant due to an inability to fund the request up front and wait for reimbursement.
Nonprofit organizations with one site may apply for up to $100,000 for that site. Applicants with multiple sites may choose to apply for additional sites up to a maximum of three (3) sites. Total amount for all sites for each Applicant may not exceed $100,000. If a nonprofit organization applies for projects at multiple sites, regardless of whether the projects are similar in nature, it must include a vulnerability assessment unique to each site.
Note: This is not the federal USDHS/FEMA NSGP, but only the State of Arizona program.
The Arizona Department of Homeland Security will conduct two FY 2025/2026 STATE OF ARIZONA NSGP Grant Information Webinars. If your organization is eligible and plans to apply for the FY 2025/2026 State of Arizona NSGP, you are encouraged to attend one of the webinars.

How to Apply for the AZ-NSGP
1. Confirm Eligibility
Applicants must:
Be a 501(c)(3) nonprofit organization (note that many houses of worship are automatically exempt without having to formally apply) .
Have either:
Applied for the federal Nonprofit Security Grant Program (NSGP) in the same year and not received funding, or
Been unable to apply to the federal NSGP due to inability to pay upfront costs and wait for reimbursement (advance payment eligibility) .
Demonstrate that the organization is at high risk of terrorist attack or hate crimes due to its identity, beliefs, or mission .
2. Prepare Required Documents
Your application must include the following:
AZ-NSGP Application Form (Excel)
Downloadable from the Arizona Department of Homeland Security (AZDOHS) site—applications must be submitted in Excel format. Save using the naming convention FY2025_AZ_NSGP_<Nonprofit Name> .
Vulnerability Assessment for each site/location
Acceptable formats include:
CISA’s Self-Assessment for houses of worship (freely accessible online),
Assessment by Arizona Counter Terrorism Information Center (ACTIC), or
Assessment by an independent vendor (provided that vendor is not then contracted for equipment provided through the grant) .
UEI Number (Unique Entity Identifier)
Must be valid and active (no pending UEIs allowed) .
3. Submit Your Application
Where: Email your completed application to hs@azdohs.gov
4. Advance Payment Provision (if needed)
If you couldn’t apply federally due to upfront cost constraints, you may request advance payment. You’ll need:
A completed Reimbursement Request Form (with two original signatures),
Three vendor quotes (or one from a State Cooperative vendor with proof of membership),
Initial/final invoices or contracts,
Evidence of payment to vendor (within 45 business days), to maintain compliance .
5. Funding Details
Maximum award: $100,000 per nonprofit per fiscal year (up to three sites per organization, with each location requiring its own Vulnerability Assessment) .
Total annual funding: Up to $1,000,000 in any grant year allocated by AZDOHS .
Uses: Funds may cover target hardening (e.g., cameras, reinforced doors, lighting), planning (emergency/shelter-in-place), training (like active shooter or Stop the Bleed), and security personnel—but may not supplant existing expenses or purchase equipment for security personnel directly .
