This week, we are encouraging you to sign up in opposition to HCR 2032. The resolution text is available here.
House Concurrent Resolutions work a bit differently than regular bills; while House and Senate bills become law if passed, Concurrent Resolutions are often declarations of intention or opinion from the current assembly. They can also be used to put policy to a popular vote on a November ballot, just like a ballot initiative. HCR 2032 seeks to add a set of election-related policies to the November ballot where voters would get the final say.
HCR 2032 seeks to abolish early voting, curtail the use of voting centers in populations with more than 500,000 residents, and return to election-day only voting at precincts. If this all sounds familiar, that is because the legislature has worked on several bills that aim to do the same things, including HB2547, which we have highlighted before. There has been a slew of legilsation seeking to restrict elections this session, and officials are calling HCR 2032 “the big one.”
The resolution needs to pass the Senate before it can be put on the ballot. Though we would still have time to educate on and oppose this bill before November, it would be better for everyone if this resoultion does not pass.
